【摘要】:Thisguideisprimarilyintendedtoaiddecision-makersandspill-respondersincontingencyplanning,spillresponse,andtraining.Thisguideisgeneralandsiteconditionscanchangethesituationconsiderably.1.1Thisguidecoverstheuseofin-situburningdirectlyinshipsandothervessels.Thisguideisnotapplicabletoin-situburningofoilonseaorland.1.2Thisguideisapplicabletosituationsinwhichthevesselandcargoarenotsalvageable.Aftertheburn,thevesselwillneverbesalvageable.Itisintendedthatthein-situburningofoilspillsinshipsbealastresortoption.1.3Thepurposeofthisguideistoprovideinformationthatwillenablespillresponderstodecideifburningwillbeusedtoremoveoilfromstrandedshipsorothervessels.1.4Thisisageneralguideonly.Itisassumedthatconditionsatthespillsitehavebeenassessedandthattheseconditionsaresuitablefortheburningofoil.Itisalsoassumedthatpermissionstoburntheoilhavebeenobtained.Variationsinthebehaviorofdifferentoiltypesarenotdealtwithandmaychangesomeoftheparametersnotedinthisguide.1.5Thisguideisoneofseveralrelatedtoin-situburning.1.6Therearemanysafetyconcernsassociatedwithin-situburningofoilinships.Theseincludetheunsafenatureofthewreckedvesselandtheuseofexplosives.1.7Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
